Contractor licenses and contract rules in Suffolk County

Two sets of rules protect a homeowner hiring a siding contractor in Suffolk County: the county's home improvement license law and New York State's home improvement contract law.

The county license

Last checked November 3, 2026

Suffolk County's home improvement law makes it "unlawful for any person to engage in any business as a home improvement contractor without obtaining a license" from the county, and its definition of home improvement work lists siding. Residential property means one- and two-family houses (Suffolk County Code, Chapter 563).

The county also lists as a prohibited act failing to enter into a written contract that specifies starting and completion dates and a description of the costs of labor and materials, and failing to follow § 771 of the state General Business Law. Licensees must put their business name, address, phone number and county license number on the contract or receipt.

Check a contractor's license and complaint record on the county license and complaint search, or call the Office of Consumer Affairs on (631) 853-4600 (Suffolk County Consumer Affairs).

What a home improvement contract must contain

Under General Business Law § 771, for contracts above a small minimum price, the contract must be in writing, signed by both sides, legible and in plain English, and you get a signed copy before work starts. It must include:

  • The contractor's name, address and phone number, and license number where one applies
  • Approximate start and substantial-completion dates
  • A description of the work and materials, including make and model where relevant, and the agreed price
  • Notice about mechanic's liens
  • Notice that payments received before the work is finished are deposited as the Lien Law requires, or covered by a bond or similar instead
  • A schedule of progress payments that bears a reasonable relationship to the work done
  • Your right to cancel until midnight of the third business day after signing, by written notice

If something goes wrong

Under GBL § 772, a homeowner induced into a contract by false or fraudulent written statements may sue the contractor for damages, a statutory penalty and reasonable attorney's fees. The Suffolk County Office of Consumer Affairs says it will mediate disputes with licensed contractors, and its Restitution Fund may pay homeowners who hold a final judgment or arbitration award against a licensed contractor they have not been able to collect from (county home improvement fact sheet).

The same fact sheet advises: know what permits are needed, get references and proof of insurance, deal only with a licensed contractor, and never pay the full price up front.
