Insulated siding and house wrap
A re-siding job is the one time the outside of your walls is open. That makes it the moment to get the weather barrier right and, if it suits the house, to add a layer of insulation.

House wrap and flashing
House wrap is the water-resistive barrier between the sheathing and the siding. It sheds water that gets past the siding while letting the wall dry. It only works when it is lapped like shingles (upper over lower), taped where the instructions call for it, and tied into flashing at windows, doors and roof edges. Ask how the contractor flashes windows: this is where most leaks start.

Insulated siding and rigid foam
Insulated vinyl has contoured foam bonded to the back of each panel. It stiffens the panel, helps it lie flat and adds some insulation. Another route is a layer of rigid foam board over the sheathing, under any siding type. Both thicken the wall, so window and door trim has to be built out to suit.
How much difference either makes depends on the house. Ask the contractor what the product's published R-value is and how they will handle the extra thickness at openings.
